CRuX Report Groups Together Similar URLs – Google uses the Chrome User Experience Report (CRuX) data (i.e., the real-world field data) in their attempt to recognize when pages are similar enough to group them together.
As such, when Google finds a new URL, they're able to evaluate it based on its group even before they have any data on it.
