Are Google & Twitter Creating a Content Delivery Platform?!

According to re/code, a popular tech news website, Google and Twitter are teaming up on an innovative new content delivery platform. They explained it like this:

Google and Twitter are working together to help publishers show 'instant articles' to people who use their services on mobile phones.

The idea is that all Google and Twitter users will be able to click a link while using their smartphones and have the article pop up immediately. Rumors are that this publishing tool will be an open source project. Neither Google nor Twitter employees have officially announced anything regarding this content delivery platform.
